•Ms. Foster is Audit and Compliance Certified by the Defense Contract Audit Agency (DCAA). Over a ten year stretch she audited Government contracts for Sandia and Los Alamos National Laboratories. Following that she became the CFO for a an international company where she established offices throughout the former Soviet Union for nuclear de-proliferation. From her affiliations with the American Embassy in Moscow when an incident arose within the Tri-Lateral Commission Ms. Foster was requested to perform an audit on the Russian Ministry of Atomic Nuclear Energy in St. Petersburg, Russia.
•Technically savvy she also worked with accounting software companies to incorporate the required cost/accounting tracking and reporting abilities into their ERP systems, while establishing procedures to ensure compliance with the Federal Acquisition Regulations (FARs) Sarbanes Oxy and cost reporting standards. Establishing accounting systems that will pass the stringent DCAA/government requirements for small to medium sized companies is one of her strong points.
•Under ever changing taxation, import and export laws she has setup and supervised contract administration accounting and billing departments in five different countries. She has worked in the fields of aerospace and defense, healthcare and education. Ms. Foster prepared pricing proposals with accurate rates compliant to company policies and contract terms and trained project managers to track their contract costs.
•The writing of contract and grant applications (RFQ Request to Quote) throughout her career and as a consultant gives her insight to the latest inventions and technologies in a vast array of fields.
•Compliance Management, she ensured legalities compliance and reporting with contracts, company and governments regulations. In parallel she incorporated processes to track project costs, labor utilization reports, and budget/actual/forecasts, by means of earned value management Ms. Foster has also held positions as a Government Contract Manager where she performed cradle to grave contract administration for government and commercial customers.
•Treasurer of the National Contract Management Association (NCMA). Member of the Society of International. International Trafficking and Arms, (ITAR) Empower Official. Worked with Arizona Commence Authority, (ACA) in establishing some of their initial IC-Disc companies and various export tax credits. Board member and acting CFO for Non profits NMBiz and Base Operations for 16 years.
•Ms. Foster’s latest achievement is to have written a grant application that was selected by the Bill and Melinda Gates Foundation to establish a financial application that enables illiterate users to make accurate transactions.
